Take Oki-Kisen connection bus from JR Matsue Station North Exit bound for Sakai-ko or Shichirui-ko. Then take Oki-Kisen ferry to Hishiura Port Ferry Terminal. It is three minutes walk from Hishiura Port Ferry Terminal.
